Do any sororities offer any financial aid or scholarship to lower dues for some members?

No and I don't want to come off rude but if you can't pay your dues don't go through recruitment. A lot of girls in all the soroities pay their own dues but I have seen many girls go into debt because of dues and end up dropping the sorority. Even after you drop you own the sorority the money. They can even take you to court if you don't pay. So if you can't pay its better to not dig a hole for yourself. I know service sororities are cheeper though so if you are looking for a low cost organization you should look into that.

When do you have to pay the dues? At initiation?

It depends on the sorority, some make you pay all semesters dues at once and some do it monthly. The sorority I am in you must pay certain fees right after bid day and then start paying monthly dues in September.
