Comment:  Sigma may be "bottom tier" due to poor management & actions by original/early PC's, but they do work their asses off & are trying to become more involved, achieve higher grades, & do better in competitions. the PCs are getting more & more attractive each year, & the sisterhood seems to be great as well. don't let past years define who a chapter is in the present, & their potential in the future. they have finally found their footing & will start to rise.
