Comment:  There are at least 4 top sororities, but XO will always be in the top, if not the top. Yes, they get a lot of the most rushed in-state girls. I bet that's the case for the top sororities at AL, TX, TN, etc. If you can get the best of the in-state girls, you'll get top choices from OOS as well. They don't rush hard, they don't have to. The girls choose them. And, no I am NOT an XO. I went to AL, just know this group.
