Comment:  I agree they are a step above the bottom tier houses, but they're also a step below the mid tier houses. They're in that weird limbo stage that took axo and kid years to get out of. But I do think they are in their way up. They will continue to get stronger and the houses in bottom tier are just jealous. I think the mid tier chapters are ready for zeta to join them, but they still have a lot of work to do.
