Comment:  There is no real brotherhood in this chapter outside of their parties. They do a good job of keeping guys in good standing with the administration so they can get away with whatever they want. They finally got some pledges that can make grades but unfortunate that they had to scrape the bottom of the barrel to get what they got just for numbers.
