Comment:  Kappa Delta is definitely top tier. I wouldn't say they are the best sorority on campus, but they are in the top tier along with kappa, DG, Theta, Pi Phi, and Alpa phi. They have smart girls and won chapter of the year last year. They get consistently good PCs every year and always do events with the best fraternities.
