Comment:  Most Phi Mu's are those girls in high school that were popular because they were pretty and probably a cheerleader but didn't anything to make them productive. You never knew why people cared or paid them attention, but they did. Typically these girls had a "high school" mentality and were more immature or catty. That doesn't change in college. They thought their popularity would carry them to a top tier house but since they didn't really do anything in high school, they don't make the cut.
