Comment:  NO, PiPhi hasn't always been in the top. Look at pictures and listen to stories from the past 10 years---even 5 years. Pi Phi was always in the middle. They have gotten better and are probably #5 or maybe #4 (tied with AXO), but they are not what is classified as top tier on this campus.
