Comment:  Chi O didn't make quota for the same reason this year as last year. They gambled on some girls who chose other groups ahead of them. In layman's terms, every girl on their list who chose Chi O first got Chi O and the rest got what they chose instead of Chi O. It's a numbers game. And it's true what they say = it's a mutual selection process. So sometimes groups like Chi O who are relatively successful during rush and on campus just don't make wise decisions with who they keep and who they cut and the girls they think want them 1st actually had them as their 2nd choice and decided to pledge elsewhere. Pretty simple really.
