Comment:  that's a good question! they sometimes do. It's up in the air right now because of Sigma Kappa coming here. When Tri Sigma came on board, other houses had to wait to COB. But now there's an additional element, some houses did not make quota. I would think COB would first open to SK, then the houses that were unable to make quota, and if possible the houses that want to later on.
