Comment:  Chi O claims that they can go ahead not making upperclassman quota and it will not affect them from a size standpoint. They are VERY vocal about this. SO, either size does matter to them, or it doesn't...can't have it both ways. They've bragged for years about how they're one of the best chapters on campus in terms of size of chapter. Are they now changing their position on that? That would actually be expected at this juncture. Most chapters that struggle to make quota or are not large chapters do adopt the "quality not quantity" mantra...but what they fail to realize is that the 2 are not mutually exclusive and there are chapters who can achieve both....
