Comment:  Phi Delt is the top-tier house on campus during a time which has seen its rival fraternities wither away. With the only strong brotherhood on campus, Phi Delt has been able to pretty much do whatever they want with relatively zero pressure from any other fraternity (which is not normal). I’m not sure what happened to the other frats but for now, Phi Delt is definitely the best house at Penn
