Comment:  I put Phi Mu as middle tier because it's hard to break into the long-held, SUPPOSEDLY "top tier" in terms of opinion. Phi Mu is a strong chapter, great retention, like KD they have members in tough majors, they present themselves extremely well, and they have a solid history of supporting Greek events and taking high honors.
