Comment:  chi o BLATANTLY breaks panhel rules every. single. year. routinely panhel just gives them a slap on the wrist... so they continue to break the rules. this year they've gone so far as to break the ACTUAL LAW. everyone knows they break the rules and the LAW because if they had to follow the rules like everyone else no one would actually want to be a chi o.
