Comment:  They definitely aren't top tier but I don't get why they're bottom either. Theyre a very diverse group of girls. Seen as bottom tier because they aren't the most attractive chapter, but they have really sweet and smart girls. There's also a grade requirement to get in which limits a lot of girls. Also becoming more active in the greek system, I've seen a lot of Thetas at philanthropies, including quite a few at my own chapters phil.
