Comment:  Bottom tier only because many people don't know who they are. Phi Rho has tried to get more involved, but because of panhell rules, they can't participate in certain things/vote in panhell decisions so they've kinda been limited by panhell. it's not for their lack of trying. one of my friends is in phi rho and she's great. super sweet.
