Comment:  Chi O is not a top tier. This doesn't mean they are bad, but this doesnt mean they rival Kappa or Pi Phi. They have always been in upper middle. They are significantly better this year because AEPhi didn't rush, but normally those two go head to head for the 3rd best house.
