Comment:  Nobody is calling phi delt top tier anytime soon, they're a great group of guys and definitely have a very strong brotherhood but when you think of a fraternity you don't think of them. They're not very involved on campus and aren't known for their parties or anything but all very polite guys. They try and it shows but they have a long way to go.
