Comment:  I think that I've met about 3 Chi O's. I never see them out, as in outside the Palace that they share with SAE... Pretty sure the only reason anyone is saying that they have some semblance of a presence on the social scene is because they live in that building. Overall, definitely not top, I'd say below ASA, Kappa and Phi Sig. I guess I don't have anything bad to say about them in particular, but that's just because I haven't met any due to their lack of presence at social gatherings etc.
