Comment:  As a non-affiliated member of greek life (with friends in all different chapters) I can honestly say that Pi Phi is definitely top tier because of the right reasons: they are genuine, have sincere sisterhood, are very involved, and like to have fun at the same time. Unlike some chapters at UVM, they are the most classy by far while still remaining top tier in the "social" aspect
