Comment:  Delta chi is only "top tier" because they haven't gotten in trouble. Their chapter is not by any means top tier though in terms of quality. Top tier by default means nothing when sae sigep and sigma chi all got in trouble leaving you room to grow. The guys in this chapter would be middle tier at best during a good time period of greek at usf or at any other school.
