Comment:  I'd say at this point they are middle tier. Definitely not top but also not bottom. In the fraternity its basically between the guys that want to take the frat forward and make a change, and the ones that want to hold them back and are fine with the status quo. Next rush is going to be important to see which side will come out on top.
