Comment:  On its way up? Yeah right. A good house helps, but only goes so far when a fraternity is full of creep-o's who aren't really that attractive, get high all the time, and are probably the least involved fraternity on campus. As last year's top tier houses are falling, ChiPhi is definitely looking better, but probs not going to leave the bottom
