You can't cut girls after pref. Don't be so ignorant. Mostly it means they either weren't able to issue enough invites to pref to make quota because most of their pref girls put them last, and/or most of their pref girls left them completely off their bid card because they'd rather not be Greek than be a Theta. Y'all need to stop making stuff up and to work on your chapter instead.
