It's all because the fraternities think they can easily reach out to and party with the "popular girls in school" sororities like AXO, Pi Phi, and Alpha Phi. They do not want to party with sorority girls with low popularity, but then imagine if those fraternities get suspended again. I would rather be safe than sorry.
