Well... The house issue will affect popularity, and the costs will likely be high (as I've heard new chapters generally need high costs) but saying it will be full of "recruitment rejects" is a bit much. Maybe the girls will not be the most popular or whatever, but they will have the drive to create a good sisterhood at least. I do not know about the events but yes they may not have events with good frats or too many events for this year and possibly next year.
