Considering there are multiple popular bars, coffee shops, homes that have multiple units - many or more people living in them on either side of the Phi house with homeless folks taking naps in everyone's front yard on that street... sounds like an easy nasty thing to post. I'm sure they would be happy to chat if you gave them the opportunity to talk to you, if you are a true neighbor- they are friends with their neighbors.
