NPC National Formal Recruitment Rules allow that sororities hold majority and sole decision as to whom is invited to any party beyond open house. A pnm ASKS POLITELY to be invited by ranking the homes after each round, but each sorority alone chooses "yes we want her" or "no we do not". That's how a pnm can end up with no invites, or with only invites to her least desired groups. Be happy it works this way. In the days of your great-grandmother there weren't First Round Open Parties; one had to be invited at all times!
