Honestly, you sound like a hater. Maybe they up voted because somebody said something nice and they appreciate being recognized for that. Maybe it's not even them! Maybe people from other chapters just REALLY agree with the comment. Why are you trying to bring them down? You're on this site, too, so what does that day about you?
