Every chapter drives out the ones they don't really want because for some stupid reason Panhellenic makes you meet a quota, where as the IFC fraternities can pick and choose who they want and take as many or as few pledges as they want. If the Panhellenic rules changed maybe this wouldn't happen. I repeat EVERY CHAPTER EVERYWHERE DOES THIS because if you try and try to be friends with someone or let alone get to know them and they don't reciprocate then it's a lost cause. Just being realistic.
