Sorry, but these girls are NOT rising to the top because of one good recruitment year. You're right in saying a lot of girls wanted them; the same type of girls that would have been in AXO or ADPi if they didn't get a bid from Chi O. They went for quantity over quality, whereas Kappa got most of the best girls that rushed. Chi O is still very irrelevant on this campus, and are filled with girls who are very irritating, personality wise. Hopefully this pledge class is different.
