I'm not even in pi phi but I know the reason some sororities COB is because their headquarters are strict on meeting the campus total whereas some don't care. It's nearly impossible to meet campus total just through formal recruitment. This doesn't mean they are any less than. If anything, they probably have more than some sororities!
