In order of significance: 1) Tradition - it's extremely hard to convince anyone you are a top house if you don't have decades of pull for the top girls and all the alumni support ($) that comes with being top house. This also means you have tons of legacies to pick from that grew up in good families hearing about your house. 2) Leadership - it's not enough to just have girls involved in various organizations. Top houses consistently have girls running those organizations, especially when it comes down to elected positions. Top houses also have almost every member involved in something outside of the sorority. It's not enough to have a hand full of involved girls to be considered an involved sorority. 3) Personality or Socialness - this does not have to mean social as in party girls. But top houses need to be seen everywhere and be able to make friends everywhere. The girls have to be able to rush well to keep bringing in good PC's. So even though every group has rude girls or mean girls or awkward girls, overall, a top house has girls that can talk to you and make a good impression. 4) GPA - ranked below social because no one will join your house for its GPA if you can't make them like you through conversation first. But GPA is a good indicator of how hard the girls in a sorority work and how well rounded they are.
