If you divide 659 by 8 you'll get 82.3. And if Chi O, DG, Phi Mu, and Zeta all had out 86 or 87, that will leave other houses with either just enough bids or short. I think it is a smart move on ADPi's side. Instead of handing out a ton of bids to try to make quota at rush, they give out bids to girls who genuinely want to add to their chapter and then do COBs and Spring Recruitment.
