Snap bids are handed out before girls run home, that way the snap bid girls enjoy bid day just like everyone else. COB is what happens after bid day. Zeta had to hand out snap bids but barely any girls accepted. Now because they couldn't even make quota, they join axo and pbp in heavily offering them during COB.
