A chapter literally doesn’t need a reason to cut anyone, even a legacy. Worst case, the legacy is daughter of a big donor who wants National to explain why their precious was cut, but that donor is probably done regardless of reason given so why bother. And legacy caps - not all legacies want their mom’s house and not all moms are control freaks who push their daughters to pledge a certain house no matter what. It usually just works itself out.
