Total BS. No chapter has to purposely 'cut down' on legacies and wouldn't take such action. The national policies for legacies have changed so being a legacy now doesn't really help, it is only a slight plus for a pnm. And there is no need to 'find a reason' to cut one because a legacy has to be carried on their own merits just like every pnm. If a legacy is ranked high by the chapter then it's because of her own strengths and they keep her. This is such a troll post.
