You are very confused, that's not how it works at all. Quota, both freshmen and upperclassmen, is the same for every house and is based on the number of PNM's signing cards after prefs. The reason some houses offer more bids is because of Quota Additions. Quota Additions guarantee that every PNM ranking both her pref houses gets a bid from one of them, even when it puts a house over Quota. Chapter Total has nothing whatsoever to do with Quota during recruitment. Total for fall is not even set until after recruitment, and affects COB, never Quota. With all that being said, a sophomore transfer student will not be competing with freshmen for a bid. This is a good thing for the OP.
