They didn't mention variable quota. Quota and total are calculated based on pref numbers. Look at last year when XO, DG, and KD handed out 75-83 bids compared to PBP and ZTA who handed out over 100. Those who give out more bids have a larger upperclassmen quota as a part of it versus houses who can hand out less bids. Using or not using variable quota doesn't matter because the top 3 always end up with significantly less pledges than the bottom houses due to house totals. If a house has poor retention then they have to offer more bids to reach quota. That's why ZTA offers 110-130 every year, including 20 or so to upperclassmen.
