If numbers are small most will hit quota but not total. Snap bids are used for houses not hitting quota and COB is for houses not a total. They are 2 very different things. I think if it really is around 500 girls then several houses won't be at total so starting tomorrow they could use COB as a way to bring in girls they wanted but had to cut.
