Not at all. Quota is never predetermined. It is a simple formula: the number of pnm's signing cards after prefs is divided by the number of sororities and that's quota. It is the same number for every house, but some houses will end up taking more in order to place every eligible pnm. This is called quota plus and it guarantees a bid to every pnm who ranks both her pref houses, even when it puts a house over quota. If you have two pref houses and only rank one of them you are not guaranteed a bid; you may get one or not. If you only have one pref house and you put them on your card you are getting that bid. When a new sorority comes on it simply reduces the new member class sizes for all houses, which is the whole point of adding a sorority. After recruitment, there will be an adjusted house total, and any chapter under that amount can offer COB bids to get their membership number up to house total. So everything this year is all good and positive and a win-win for pnm's and sororities.
