A group of 20-25 hometown friends are not going to help you with a 2.3 high school GPA. Sororities have rules concerning minimum GPA requirements for PNMs. They VERY rarely bend these requirements. In fact there is a big chance you will be released from everyone after Round 1... which is why Panhellenic sent a letter to you. They are nicely saying “maybe recruitment is not a good idea now”.
