Well if Chi O wants to fall behind, then just let them. Nobody really cares if they unilaterally choose to redefine the word "quota" or not. Their insistance to voluntarily fall behind in quota is hurting no one but themselves. It's actually kind of comical to know that everybody else is laughing at them.
