I don't think that is what OP is implying that PM cuts PNMs because of their state, lol. Sounds more like she wants to know what her chances are and/or if they typically give bids out to PNMs in the midwest or maybe IL in particular. I'm not in PM so I can't speak for them, sorry OP.
