It's a fact that variable quota was designed to help lower tier houses . When girls experienced the deep cuts first round, they dropped or thought they'd get snap bids. It is true more girls either dropped from rush or did not have matching bid/invitations on bid day. More girls participated in rush last year yet fewer pledged.
