I highly doubt a Chi O came right out and said those words, but I'm not calling your friend a liar by any means. I've seen so so so many times where PNMs think an active means one thing when they didn't at all, like an active is just being generally nice and saying open ended statements about enjoying their time together. That leaves the PNM filling in the gaps themselves. I think those are the situations in which PNMS report back being promised bids, or dirty rushed, etc. 99% of the time an active is not saying "You're going to be a XYZ, see you on bid day!" but is actually saying "We've had such a great time getting to know you this week. I really hope you've loved it here and that you feel comfortable with us." Actives are trying to sell PNMs on our sororities and we want to gauge our girls responses. That second statement in no way bid promising, but based on how the girl reacts I can now tell if she truly feels at home, fits in, and wants us back, or if she might be into another house more. So if she ends up not getting invited back or not getting a bid, in her mind (which is totally jumbled with 88 other convos from that day too), I promised her a bid. All that to say, most dirty rushing talk seems to stem from general miscommunication, not girls intentionally lying or trying to get a sorority in trouble. I'm sure that's what happened in this situation because I can't imagine a Chi O blatantly saying that to a girl, PLUS they've taken upperclassmen before.
