As a general rule the top fraternities get to go with ANYONE to homecoming. Seeing as their are only 7 (good) sororities and 9 fraternities on row alone(not to mention another 9 off row), only the top 7 go with anyone. The way homecoming is decided is that a fraternity will go up to a sorority (usually dressed up with some sort of gift) and make a speech, or have some creative way to ask the girls to homecoming.
