KD is not bottom tier and the fact that you would insight they are is petty. SK does recruit outside of the Sigma/Phi Mu death vortex, as does Zeta. The real bottom tier is just Sigma/Phi Mu. Though I'd hardly call them bottom tier, more like last resort. The only reason anyone ends up on a bid card with them is because PHA increased the number of pref day parties from two to three a few years ago.
