That's not what snap bidding is. Snap bidding ONLY occurs during formal recruitment after pref and before bids are handed out. And tridelt at other schools does COB. there's no such national rule. That would be a stupid rule because if you don't allow COB then your weaker chapters are destined to fail. Especially colonizing chapters basically have to COB at least their first couple years. Not every tridelt chapter is a strong house that always makes quota - there are schools where they're the absolute bottom house. And those chapters DO participate in COB
