nobody is ever forced to COB. It's totally up to each house each year. If Sigma decided at 225 members they didn't want to COB, nobody would make them. Now, their nationals won't let that happen, but hypothetically if their nationals didn't want them to COB and they didn't want to, they wouldn't. The only rule is if you're ABOVE total you CAN'T COB. No matter what. If total is 100 and you have 110, you can't COB. If you have 99, you can COB one person, but can't bid above total. If you have 75, you can COB 25 spots and 25 only. The only way to really get above total is to get a large pledge class and retain them.
